The Virginia State Bar Fifth Committee publicly reprimanded Francis McBride of Main Street in Fairfax, on Oct. 15. In 1994, McBride qualified as executor of his grandmother's estate. Over the next eight years, he failed to file estate accountings on time. The commissioner of accounts issued numerous summonses to McBride regarding his failure to file timely and accurate accountings. In June 2001, the Fifth District Committee sanctioned McBride and ordered him to close the estate by November 2002. As of October 2002, McBride still had not closed the estate and was delinquent in filing the latest accounting.

Jamie Bleakley has joined Cardinal Bank as vice president and manager of retail lending. Bleakley will lead Cardinal’s expanding retail lending area. Bleakley has over 11 years of retail experience with banks and consumer finance companies. Before to joining Cardinal, he spent five years with Chevy Chase Bank in management roles.

Marc Herbst has joined Cardinal Bank as vice president of commercial lending. Herbst will focus on commercial lending with an emphasis on small business loans. Herbst has over 25 years of experience in banking and commercial finance in the Baltimore-Washington region. Before joining Cardinal Bank, Herbst was with Resource Bank in Herndon.
