Alicia Beach, buyer for Loudoun County, has been accredited as a Certified Professional Public Buyer (CPPB). The National Institute of Governmental Purchasing, Inc. (NIGP) administers the program under the auspices of the Universal Public Purchasing Certification Council (UPPCC). Beach joined the Loudoun County Purchasing staff in November 2001. She is responsible for the procurement of a variety of goods and services for agencies in county government.

Eugene D. Troxell, Loudoun County's director of information technology, has been recognized by IDG's Computerworld, the weekly newspaper for information technology (IT) leaders, as one of the business world's "Premier 100 IT Leaders." The award honors individuals who have creatively applied technology to execute their organization's business strategy. Troxell will be honored at the Computerworld Premier 100 IT Leaders Conference, Feb. 23-25, in Scottsdale, Ariz.

A 35-year employee of Loudoun County, Troxell became the county's first director of information technology in 1989. He began his career with the county as a high school teacher and later became an assistant principal before moving to the schools' central offices. He served as the director of computer services for the school system before moving over to the county government in 1989.

Two Venturers from local Crew 761, a youth development program of the Boy Scouts and chartered by the Rotary Club of Sterling, received the Outdoor Bronze Award in a Court of Honor held in December, becoming the seventh and eighth such recipients of the Venturing Crew. Stephanie Scales and Stephen Nielsen completed a variety of core requirements in their accomplishing of the award, including first aid, communications, cooking, emergency preparedness, land navigation and leave no trace, as well as a variety of electives, such as cave exploring, equestrian, lifesaver, mountaineering, project COPE, scuba, water craft and winter sports.
