Paul Oskvarek of Burke is a recipient of a $1,500 college scholarship awarded at Fort Belvoir, one of nearly 280 commissaries operated worldwide by the Defense Commissary Agency. Paul, son of Raul and Denise Oskvarek, plans to attend Christopher Newport University.
