A proposal for a new cultural arts center in Herndon’s downtown area was submitted July 12 to the office of community development. The proposal estimates a completion date in 2009.

Submitted by Clark Ventures, the proposal includes the new arts center construction at the current Hands Ink location, a new public plaza that would front the arts center and provide a focus for additional community activity. It also includes a permanent home for the town's Farmer's Market, a parking garage with 110 spaces to support the arts center and an additional 230-spaces for public use, and related infrastructure improvements, according to a Clark Ventures release.

The application was submitted with the understanding that a combined public/private development partnership would take place between the Town of Herndon and Clark Ventures to offer a cohesive, pedestrian-friendly environment. The hope is the development will create a new center of activity and promote a lively streetscape, according to a release. The proposal also includes residential, commercial and retail uses for the downtown area.
