Vienna Police Highlights February 28 – March 5, 2020

The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna, Virginia Police Department from February 28, 2020 – March 5, 2020. Readers are reminded that an “arrest” is based upon probable cause and does not always mean that someone was physically taken into custody. Furthermore, it does not mean that an individual is automatically guilty of a crime. Judicial outcomes and post-arrest proceedings can be researched through the appropriate court’s website.

Some reports may be outside the date parameters due to extended investigations or other circumstances. Some cases are not included at all due to ongoing investigations. INCIDENTS

Suspicious Event 20-002364 BWT 303 Mill Street, NE Between February 1 at 12:00 a.m. and March 4 at 1:50 p.m. The owner of the former business at this address reported that someone is using their old business name to obtain money through fraudulent credit card billing.

Fraud 20-002303 500 Block Heritage Lane, NW February 19 12:00 p.m. A resident reported that an unknown person used her personal information to open several unauthorized credit accounts.

Petit Larceny 20-002102 600 Block Cottage Street, SW February 25 between 4:00 p.m. and 4:20 p.m. A resident reported that a package was delivered to her front porch. An unknown person opened the package and stole the contents.

Police Service 20-002099 500 Block Meadow Lane, SW February 26 2:21 p.m. A resident reported a civil issue she had with some contractors who were hired to do work in the home.

Fraud 20-002110 The Vienna Drug Center 150 Maple Avenue, West February 26 8:44 p.m. An employee reported a man attempting to pick up a fraudulent prescription. He was also in possession of another narcotic that he did not have a prescription for. Charges are pending in this case.

Exposure 20-002167 Vienna Presbyterian Church 124 Park Street, NE February 27 between 10:15 a.m. and 10:30 a.m. On February 28 a resident reported an incident that happened the previous day. The resident stated she was in a room of the Church for a prayer meeting when a man approached the door exposing himself. The man left the Church in an unknown direction.

Exposure 20-002125 Estate Market 134 Maple Avenue, East February 27 10:30 a.m. An employee reported that a man came into the store, asked her a few questions, and walked around the store for a short time. The man then exposed himself to the employee. When the employee screamed, the man fled the store. Officers searched the area but did not locate the man.

Juvenile Case 20-002143 100 Block Saratoga Way, NE February 27 8:14 p.m. A resident reported that their teenage son was acting disorderly, punching the walls of the home, and spitting on the floor. An officer spoke to the juvenile regarding his behavior.

Arrest – Disorderly Conduct 20-002165 Cedar Lane School 101 Cedar Lane, SW February 28 11:30 a.m. School security brought one of the students to In-School Suspension. The student tried to leave the room multiple times. He became disorderly, throwing furniture, attempting to assault the security personnel and making threats toward them. The school administration notified the juvenile’s mother to respond to the school to pick up her son. However, the parent refused to respond.

PFC Post arrested the juvenile and transported him to the Fairfax County Juvenile Detention Center. The juvenile was charged with Disorderly Conduct and Threats Against a School Employee.

Suspicious Event 20-002166 TD Bank 308 Maple Avenue, East February 28 12:54 p.m. Bank employees reported a customer they believed was attempting to fraudulently withdraw funds from an account. An officer spoke to the woman who gave a conflicting explanation. However, there was nothing to indicate that a crime occurred.

Police Service 20-002170 Water’s Field 130 Cherry Street, SE February 28 3:30 p.m. Parents were concerned about a juvenile disrupting other children who were playing on the field after school. An officer spoke to the juvenile and his father. The juvenile did not intend to cause any issue and there was no violation of the law.

Arrest – Hit and Run with Injury 20-002178 300 Block Maple Avenue, West February 28 7:32 p.m. Three vehicles were traveling westbound in the left lane of traffic. Vehicle-1 ran into the rear of Vehicle- 2, pushing it into the rear of Vehicle-3. Driver-1 parked her vehicle in the parking lot of 377 Maple Avenue, West and fled the scene. The driver and passenger of Vehicle-3 were transported to an area hospital with non-life threatening injuries. Driver-2 was also injured but advised a family member would drive her to the hospital.

Officers were advised that Driver-1 was at her boyfriend’s residence in Fairfax City. MPO Smith responded to the residence with the assistance of the Fairfax City Police. MPO Smith arrested the 45- year-old woman from Chapel Road in Fairfax Station, Virginia. She was transported to the Fairfax County Adult Detention Center and charged with Felony Hit and Run.

Destruction of Property 20-002181 Vienna Community Center 120 Cherry Street, SE February 28 between 8:15 p.m. and 8:30 p.m. An unknown person broke an outer window pane on one of the doors.

Petit Larceny 20-002256 900 Block Ware Street, SW Between February 29 at 12:00 p.m. and March 1 at 9:00 a.m. A resident reported that an unknown person entered their unlocked vehicle, rummaged through it and stole a lawn chair.

Petit Larceny 20-002238 Elaine Circle, SE Between February 29 at 8:00 p.m. and March 1 at 8:00 a.m. A resident reported that an unknown person entered their unlocked vehicle, rummaged through it and stole some loose change.

Police Service 20-002195 1000 Block Mountfort Court, SW February 29 10:00 p.m. A citizen was concerned for his son’s welfare after he saw a video on a social media post where he bumped his head. The citizen does not have visitation rights with his son and wanted officers to check on his wellbeing. Officers spoke to the juvenile and his mother and determined the son did not need any assistance.

Arrest – Drunk In Public 20-002229 100 Block Church Street, NW February 29 10:29 p.m. Officers responded to the report of a suspicious person in the stairwell of an apartment complex. Residents of the complex advised that the woman was banging on their doors and acting disorderly. Upon the officers’ interaction with the woman, they detected signs of impairment.

Ofc. Colligan arrested the 59-year-old woman from Massachusetts Avenue, NW in Washington, DC. She was transported to the Fairfax County Adult Detention Center and charged with Drunk in Public.

Arrest – Warrant Service 20-002232 Church of the Holy Comforter 543 Beulah Road, NE March 1 1:17 a.m. Officers responded to a report of an altercation between two men staying at the Church’s hypothermia center. It was determined that there was a warrant in Arlington County for one of the men, charging Failure to Appear on Driving On Suspended DUI Related.

MPO Smith arrested the 55-year-old man from Campbell Drive in Fairfax, Virginia. He was transported to the Fairfax County Adult Detention Center where the warrant was served and he was held on a $1500 bond.

Disorderly Conduct 20-002235 7-11 537 Maple Avenue, West March 1 6:43 a.m. An employee reported that a man came into the store, asked the employee for an item, and then became irate and disorderly when he was told the item was out of stock. The employee advised the man frequents the store and is continuously a nuisance. The man was not in the store when officers arrived.

Suspicious Event 20-002249 200 Block Locust Street, SE March 1 12:00 p.m. A resident reported that she ordered a Boost Mobile phone, but she has never received it. She believes the phone may have been delivered to another location and was lost.

Lost Property 20-002298 600 Block Ware Street, SW March 1 12:00 p.m. A resident reported that one of the license plates fell off his vehicle.

Suspicious Event 20-002247 Wolftrap Hotel 430 Maple Avenue, West March 1 12:34 p.m. An employee reported that one of the occupants of a room was refusing to leave. When officers arrived the man was packing his belongings. He was advised by the property management that he was not permitted to return to the hotel.

Found Property 20-002248 Wolftrap Hotel 430 Maple Avenue, West March 1 1:58 p.m. The hotel management turned in multiple driver’s licenses and identification cards that various guests of the hotel have previously left behind in their rooms.

Quarantine - Animal Case 20-002252 200 Block Maple Avenue, East March 1 3:00 p.m. A resident reported that she and her husband were walking in the parking lot of Chipotle. As they passed by a dog on a leash, the dog lunged at her and bit her leg. The resident responded to an area medical facility for treatment to the small wound the dog caused.

PFC Sterling contacted the owner of the dog, who resides in Fairfax County. The owner was advised of the 10-day quarantine period.

Police Service 20-002251 600 Block John Marshall Drive, NW March 1 3:26 p.m. A resident turned in ammunition for destruction.

Arrest – Suspicious Vehicle, Narcotics Violation, Warrant Service 20-002257, 20-002260 and 20- 002261 100 Block Casmar Street, SE March 1 5:22 p.m. Officers responded to a report of an occupied vehicle that was parked with the engine running. Upon the officers’ interaction with the occupants, they detected an odor of marijuana. The driver was found in possession of a measurable amount of marijuana. It was also determined that he was wanted in Maryland on a warrant for Failure to Appear in Court for Driving Without a License.

Ofc. Farr arrested the 30-year-old man from Stoneview Square in Reston, Virginia. He was transported to the Fairfax County Adult Detention Center, where he was charged with Possession of Marijuana and he was held as a Fugitive From Justice on the warrant from Maryland.

Animal Case – Quarantine 20-002296 Hope Advanced Veterinary Center 140 Park Street, SE March 2 5:20 a.m. A technician was bitten by a dog during an examination. The dog was transferred to the Columbia Pike Animal Hospital in Annandale, Virginia. The quarantine information was sent to the Fairfax County Animal Control for their follow up.

Burglary 20-002264 Vienna Arsenal 386 Maple Avenue, East, Suite 200 March 2 between 6:01 a.m. and 6:10 a.m. An employee reported that someone had broken into the store and took several guns (see Media Releases).

Juvenile Case 20-002279 Hillcrest Drive, SW March 2 6:10 p.m. A resident reported that his juvenile daughter was upset because they would not give her cell phone back to her. The resident also reported other on-going behavioral issues with their daughter.

Welfare Check 20-002285 Nelson Drive, NE March 2 10:25 p.m. Officers received a request to check on the welfare of a juvenile who made concerning statements on social media. The officers spoke to the juvenile and her parents and determined she did not need any assistance.

Open Door 20-002291 Vienna Arts Society 513 Maple Avenue, West March 3 3:15 a.m. An officer found an open door to the business. The building was searched and nothing appeared to have been disturbed.

Domestic Dispute 20-002299 Courthouse Road, SW March 3 10:57 a.m. Officers responded to a verbal dispute between the resident and her adult daughter.

Found Property 20-002354 Giant Food 359 Maple Avenue, East March 3 1:00 p.m. A citizen found a key card in the parking lot.

Open Window 20-002318 Suntrust Bank 515 Maple Avenue, East March 4 12:06 a.m. Officers responded for the report of an alarm at the bank and found an open window. There did not appear to be any forced entry into the building.

Open Door 20-002319 Westwood Country Club 800 Maple Avenue, East March 4 1:20 a.m. Officers responded to the report of an alarm and found an open door. The building was searched and nothing appeared to have been disturbed.

Domestic Dispute 20-002366 Cedar Lane, SE March 4 2:50 p.m. Officers responded to a domestic dispute between a resident and his girlfriend. The girlfriend left the home to stay with relatives.

Destruction of Property 20-002376 200 Block Locust Street, SE March 4 9:15 p.m. A resident reported that her neighbor ran into her apartment, attempting to get away from a man. The man (an acquaintance of the neighbor) began hitting the door and threatening to break the door down. The man left the area before officers arrived. This case is under investigation.

Arrest – Driving While Intoxicated and Accident 20-002379 1000 Block Park Street, SE March 4 9:51 p.m. Vehicle-2 was stopped at the stop sign on northbound Park Street at Adahi Road when he was struck from behind by Vehicle-1, causing minor damage. Upon the officer’s interaction with Driver-1, he detected signs of impairment. Driver-1 failed to complete a series of field sobriety tests and was placed under arrest.

Ofc. Colligan transported Driver-1, a 25-year-old man from Lindel Lane in Vienna to the Fairfax County Adult Center where he was provided an opportunity to provide a sample of his breath for analysis, but refused to do so. Driver-1 was charged with Driving While Intoxicated (Second Offense in Five Years) and Refusal.

Arrest – Traffic Offense 20-002380 200 Block Maple Avenue, East March 4 10:45 p.m. An officer observed a driver commit a traffic offense and initiated a traffic stop. Upon the officer’s interaction with the driver, it was determined the man was not licensed to drive. The vehicle did not belong to the driver and the registered owner could not be located to determine if he was permitted to be using the vehicle.

MPO Smith arrested the 24-year-old man with no fixed address. He was transported to the Fairfax County Adult Detention Center where he was charged with Driving Without a License, No Insurance and Obstructed View.

CRASHES

Maple Avenue and Center Street, NE 20-002108 February 26 6:49 p.m. Vehicle-2 was traveling westbound on Maple Avenue, approaching a green light at the intersection of Center Street. Vehicle-1 was eastbound on Maple Avenue, in the left turn lane to go north on Center Street with a Yield turn light. Vehicle-1 entered the intersection and was struck by Vehicle-2. Rescue personnel responded to treat Driver-1, however, he refused treatment.

Driver-1 was issued a summons charging Failure To Yield Right of Way.

400 Block Courthouse Road, SW 20-002136 February 27 6:13 p.m. Two vehicles were stopped in traffic on westbound Courthouse Road, SW. Vehicle-1 ran into the rear of Vehicle-2.

Driver-1 was issued a summons charging Failure to Pay Full Time and Attention.

Maple Avenue and Nutley Street, SW 20-002230 February 29 11:20 p.m. Two vehicles were traveling westbound in adjacent lanes on Maple Avenue. Vehicle-2 was in the right lane. Vehicle-1 was in the left lane and turned right onto northbound Nutley Street, causing Vehicle-2 to strike Vehicle-1.

Driver-1 was issued a summons charging Improper Lane Change.

359 Maple Avenue, East 20-002278 February 27 8:30 p.m. Vehicle-2 was legally parked in the parking lot when it was struck by an unknown vehicle.

Park Street near Church Street, NE 20-002281 March 2 3:00 p.m. Vehicle-2 was legally parked when it was struck by an unknown vehicle.

Center Street near Maple Avenue, NW 20-002310 March 3 6:29 p.m. Vehicle-2 was traveling southbound on Center Street near the intersection of Maple Avenue. Vehicle-1 was behind Vehicle-2. Driver-2 attempted to turn right onto Maple Avenue but stopped abruptly for a pedestrian in the crosswalk. Vehicle-1 ran into the rear of Vehicle-2, causing minor damage to both vehicles.

430 Mill Street, NE 20-002390 March 5 11:45 a.m. Vehicle-1 was attempting to back out of a parking space onto Mill Street. Vehicle-2 was traveling southbound on Mill Street. Vehicle-1 struck Vehicle-2.
