David S. Mercer is installed as 129th president of the Virginia Bar Association during the swearing-in ceremony held on Saturday, January 21 in Williamsburg, Virginia. The oath of office was administered by his daughter-in-law, Kelly Thomasson, Virginia Secretary of the Commonwealth.
