As PFC Matthew Grubb of the Fairfax County Police Marine Patrol Unit idles the boat through the crowded Sandy Point area, PFC Brian Bowman checks hull numbers on the computer on May 26. They find a boat with an expired registration and the owner — who offered to swim over to get the ticket — receives a warning from Bowman.
