<sh>Horseplay Leads to DWI Arrest

<bt>Fairfax City Police reported that on Sept. 15, at 8:40 p.m., officers arrived at the rear of TT Reynolds on Main Street in response to the report of an unknown situation, in which a person was being placed in the trunk of a car.

En route to the scene, an officer observed the suspects' car traveling on Old Lee Highway and got behind the car. With the help of other units, the officer stopped the vehicle in a parking lot on Old Lee Highway.

When the officers attempted to have the suspects exit the car, the driver refused to cooperate and began cursing and yelling obscenities. Eventually, the officers were able to get the driver to exit the car.

Upon investigation, officers discovered that the subjects had not placed a person in the trunk. Instead, they had been pushing and playing as if they were. Officers also determined that the driver of the car, Christopher William Garand, 25, of Richardson Place, Fairfax, had been drinking. He was arrested and taken to the jail, where warrants were obtained charging him with Driving While Intoxicated, Refusal of a Breath Test, Hit and Run, Driving on a Restricted License, and Obstruction of Justice. His bond was set at $13,500.

<sh>Drunk-in-Public Arrest

<bt>Staff at Lone Star Steakhouse on Lee Highway called Fairfax City Police to report a subject who was being disorderly and refusing to leave. When officers arrived at the business, they discovered the suspect in front of the restaurant banging on the front door with his fist. Officers approached the man, who walked away and ignored orders to stop.

Catching up with the man in the rear parking lot, officers found that he was intoxicated. When the officers tried to arrest the suspect, he threw a punch at an officer, which led to a struggle between the man and the officers. Additional officers were called to aid in the arrest.

Eventually, the suspect, who was identified as Thomas Edward Cardwell, 46, of no fixed address, was placed under arrest and taken to the jail. A warrant was obtained charging Cardwell with Drunk In Public. He was released on a summons for Obstruction of Justice and was then held at the jail.
