The Arlington Human Rights Commission named Andres Tobar a 2004 James B. Hunter Human Rights Award winner this month. Mr. Tobar, who joined AHC's Board of Directors in 2003, has been a strong advocate for minorities in the County for years. He is a co-founder of the African-American/Hispanic Coalition to promote diversity among middle school students. He is also a longtime leader in the local and state chapters of the League of United Latin American Citizens (LULAC). He was a founding member and is now Executive Director of the Shirlington Employment and Education Center.

Marine Corps 2nd Lt. Benjamin A. Schellman, son of Andrea H. and James M. Schellman of Arlington, recently reported

for duty at Naval Air Station, Kingsville, Texas. Schellman joined the Marine Corps in March 2003.

Fairfax-based CGI-AMS, the wholly-owned U.S. operating subsidiary of CGI Group Inc., today announced that John Marshall, currently the Assistant Administrator of the Bureau for Management for the U.S. Agency for International Development (USAID), will join the company on Jan. 3, 2005 as Vice President of Federal Program Strategy and Business Development.  In his new role, Marshall will draw on his 25 years of experience to lead CGI-AMS' strategic program initiatives and business development efforts for the federal consulting practice.

Marshall has extensive government and private sector experience as a consultant, manager, and executive.  Before joining USAID, Marshall was a Principal with IBM Consulting, where he advised federal, state and local government clients. Marshall's career also includes public service through his appointments on the Governor of Virginia's Commission on Government Reform, the congressionally appointed Commission for the Improvement of the Federal Crop Insurance Program and service on 10 advisory committees to the Arlington Count Government and School Board. Marshall has numerous articles published in his field and has served as a guest panelist on the MacNeil-Lehrer News Hour.
