Carolyn W. Colvin, director of the Montgomery County Department of Health and Human Services, has been named one of Maryland's Top 100 Women. The annual award recognizes the outstanding achievements of women who reside in Maryland. Colvin, an Olney resident, has served as director of Health and Human Services since March 2003, managing a department of 1,400 employees.
