Phillip R. Butterfass, contracting officer for Loudoun County, has been accredited as a certified professional public buyer (CPPB). The National Institute of Governmental Purchasing Inc. administers the program under the auspices of the Universal Public Purchasing Certification Council (UPPCC).
On Wednesday, May 7, Senior Assistant Commonwealth’s Attorney Sean Morgan was recognized by the Virginia State Police Insurance Fraud Program (ISP) for his efforts in this field. Morgan was instrumental in raising the awareness level among Virginia prosecutors by assisting in the development of an educational program and serving as a panel member during a recent training where over 700 Virginia prosecutors attended.
The Piedmont Arts Foundation named seven students as recipients of the 2008 Piedmont Arts Foundation Drama Award. James P. Fisher, Esq. was appointed to one of two positions reserved for lawyers on the Judicial Inquiry and Review Commission. The seven-member statewide commission is constituted from three Judges, two lawyers and two citizen members who must each be elected by both houses of the General Assembly. The commission adjudicates complaints and ethics related matters brought against Virginia judges and has statewide jurisdiction.
Fisher was a former town attorney for Warrenton and now serves as Chief Deputy Commonwealth’s Attorney for Loudoun County.
Air Force Airman Ryan Foster has graduated from basic military training at Lackland Air Force Base, San Antonio, Texas.
During the six weeks of training, the airman studied the Air Force mission, organization, and military customs and courtesies; performed drill and ceremony marches, and received physical training, rifle marksmanship, field training exercises, and special training in human relations.
In addition, airmen who complete basic training earn credits toward an associate degree through the Community College of the Air Force.
He is the son of Eric and Nancy Foster of Churchill Downs Drive, Ashburn. Foster is a 2005 graduate of Bethel High School, Hampton.

La Voz of Loudoun, a tax-exempt 501(c)(3) nonprofit organization, announces the recruitment of a new executive director, Yvette Castro-Green, a Leesburg resident of eight years and founding member of La Voz. A first-generation Latina born to Central American parents, she holds a M.P.A. in international management and is the first in her family to attend college.
Kellie Schlosser, a senior at Broad Run High School in Ashburn, recently earned the Girl Scout Gold Award. The Gold Award is the highest honor a Girl Scout can earn.
Kellie’s project was "Help Me to Help You" language translation cards for school nurses. She worked with the director of student health services at the Loudoun County Public Schools, several elementary-school nurses and a group of volunteer translators. The 28 most common illnesses and ailments that elementary-age students present to their school clinic are translated into the seven most common languages, other than English, spoken in the county. The cards also include picture representations for those children who do not read yet. Kellie put in more than 135 hours on the project.
Wake Forest University announces that Devin Kidner of Ashburn, Broad Run High School class of 2004, graduated May 19, magna cum laude and with honors in sociology, while completing a double major in sociology and communications, and a minor in women and gender studies. Kidner plans to obtain her master's in broadcast journalism at Northwestern University in January of 2009, upon the completion of a major motion picture she is presently working on as a production coordinator. The movie is called "The Fifth Quarter" and will be released to the public in 2009.
