With respect to capital planning and budgeting, Virginia jurisdictions employ various practices that may help to connect and coordinate between the local government and school board. In James City County, based on “a set list of criteria,” the Planning Commission recommends a prioritization of county and schools capital project requests for the county administrator and Board of Supervisors’ consideration.
