Why did you decide to run for office in 2004?

* Within the Loudoun County Sheriff's Office, the absence of leadership and the lack of competence, adherence to investigative procedures, law enforcement professionalism and the equal application of law enforcement across the board has deteriorated seriously.  [Reference:  the DMG-Maximus' Consultant Report, dated 12 April 2001, as well as recent investigative failures and obstruction at the Loudoun County Jail and the unusual actions for handling a potential DUI incident involving a County official.] Office.]  In response to criticism, the Sheriff has offered generalized excuses, and trite statements.

* To my disappointment, the Loudoun media has failed in its obligation and responsibility to adequately enlighten the citizens of Loudoun by informing its public of ALL the facts involved in these and possibly other similar incidents.  The aforementioned has motivated me, as an Independent candidate with NO ties -- direct or indirect with anyone in the Sheriff's Office --  to challenge the Sheriff, to set professional standards and make necessary operational changes in the Sheriff's Office.

OBJECTIVES:

* My first objective will be to restore accountability and adherence to basic investigative and law enforcement principles, professional discipline within all divisions and the equal application of law enforcement "across the board".  All of which are absent or have badly deteriorated while the current Sheriff has held office.

* Second, establish an Intelligence Division, headed by a Senior Deputy Sheriff, and concomitantly create an anti-gang and counter-terrorist cross-trained squad to meet the potential new threat of the 21st century.

* Third, initiate/conduct an immediate survey/study of the Sheriff's Office to answer:

1. Are current funds sufficient?

2. Is additional funding required, and if so, where and why?

3. What non-essential programs can be curtailed or cut?

4. To what areas in immediate need should those funds be re-directed?

* Fourth, through professional, effective and personal liaison meetings, and -- if  necessary -- with letters of understanding, re-establish a team-inspired, dependable working relationship with the federal/state/local law enforcement entities.  Likewise, this same type objective team-player approach will be employed to keep the Board of Supervisors as well as the Commonwealth Attorney's office fully informed of the Sheriff's Office full cooperation and successful mission orientation.

* Fifth, all deputies and employees will be judged on their integrity, character and conduct (adherence to basic principles), work ethic (accomplishments, results oriented and team-player attitude).  The good work of named personnel will be recognized and touted as well.

* Sixth, encourage the hire of qualified deputies and staff with dual language capabilities and promote basic foreign language and cultural education training programs for deputies assigned to work with the international population now present and growing in Loudoun County.  The objective of this program will be to establish rapport, trust, confidence, cooperation and sources of information for the successful achievement of law enforcement objectives within these diverse communities.

Pete Kalitka is a true INDEPENDENT candidate.  He is not obligated to any person or group within or outside the Sheriff's Office.  He will act objectively with common sense, prudence and veracity.  He will provide positive leadership, accept responsibility and accountability and will evaluate facts on their merit and people on their integrity, adherence to basic principles (professionalism) and their accomplishments.
