Free Mulch is available at the Loudoun County Landfill, 20939 Evergreen Mills Road. The mulch is organic and has not been treated with any chemicals. Residents may visit the facility Monday-Saturday from 8 a.m.-4 p.m. Bring a pitchfork to load the mulch. Free. The Loudoun County Area Agency on Aging and America

Online (AOL), in cooperation with the IRS, are sponsoring free tax preparation assistance, including free computer e-filing, for county residents age 55 or older and those with low incomes or disabilities. Trained volunteers will assist clients with filing federal, state and local tax forms using forms 1040, 1040A and 1040EZ. Taxpayers with more complicated returns will be referred to IRS publications or other resources. The service is availablenow through April 9. County residents seeking an appointment should call 703-777-0257. Those without an appointment will be served on a space available basis. The following should be brought to the appointment: Copies of last year's tax return, All federal and state forms needed to complete the return All W-2 forms Statements from Social Security, Welfare, Retirement, or Unemployment. Medical, tax, and interest statements Social security cards for all persons claimed on forms. Tax assistance will be provided at the Loudoun County Senior Centers located in Cascades Marketplace and downtown Leesburg and at the Ashburn and Purcellville libraries. All sites will be closed if Loudoun County schools are closed due to inclement weather. If schools are operating on a delay, please call 703-777-0257 for tax program information.

The Loudoun County Office of Solid Waste Management will sponsor eight Household Hazardous Waste Collection Events in 2004. All the events are on Saturday from 9-3 p.m. There will be an event each month from April through July and September through November. The Community Resilience Project of Loudoun County provides a list of typical reactions in adults and children and tips on coping with the increased threat of terror. Citizens can also find a link to a free, confidential, online screening for depression, bipolar (manic-depression), anxiety and post-traumatic stress disorders. Serving all of Northern Virginia, the English as a Second Language (ESL) and Immigrant Ministries program provides English classes in 21 locations including Loudoun County. There is a $15 processing charge due at registration. Scholarships are available for those unable to pay. Free babysitting is also available at some locations. The Loudoun County Solid Waste Management Facility accepts and processes used appliances (i.e. refrigerators, stoves, dehumidifiers); tree limbs/branches, bags of grass/lawn clippings; propane cylinders; tires; furniture; and scrap metal (i.e. sheet metal roofing, drained lawn mowers, bicycles, even steel security safes). The landfill is located at 20939 Evergreen Mills Road and is open Tuesday through Saturday from 8 a.m. until 4 p.m. There is a disposal fee of $55 per ton or roughly 55 cents per 20 pounds.

The landfill has a recycling center where residents can recycle used motor oil, antifreeze, automobile batteries, white office paper, commingled containers, newsprint and cardboard.

Residents may also pick up free mulch at the facility. The mulch is from shredding tree limbs, branches and stumps only; no lumber is mixed into the mulch. Residents have to load their own, so bring a shovel or pitch fork.
