A man was charged with indecent liberties with a minor after an incident that occurred on Monday, October 25, at 12:45 p.m. Jerome Swann, 26, of District Heights, Maryland, was arrested after running naked in the roadway of Pinecrest Road near Glade Drive in front of adults and children. Officers quickly covered Swann with a blanket and took him to the Adult Detention Center where he was held without bond.
