Animal Welfare League of Alexandria’s "Howl-O-Ween" event, hosted by Kimpton Hotel Monaco and Jackson 20 Restaurant on Oct. 26, included a dog costume contest that has become an Old Town tradition featuring more than 50 canine contestants modelling costumes in the outdoor courtyard.
